worst then most with residents yards and streets ankle deep under water. Those who live on Kimberly Drive have been dealing with this for years, as their drainage system leaves nothing but a wet mess.

Kimberly Lane resident Louis Franks talked about how upset he is. "This is the result and someone is going to end up getting hurt and then they will fix it. That is always the way it works".

Which is exactly what happened today, miles down the road from Kimberly Drive in Folsom, as a teenager attempted to cross a flooded bridge at Collingslake, leaving him hanging for dear life.

LT. of Folsom Fire Co. Kyle Smith was part of the first unit to arrive on the scene, as he said "The dam had given away earlier today and he must of tried to cross it for whatever reason and he got about half way through and the water took his legs out from underneath him and thankfully he was able to hang on to the tree for dear life until we got there".

Multiple units were able to rescue him from the tree and the fast current, as those involved had their lives in danger. Both Kyle Smith and his father Chief Larry Smith of Folsom Fire CO, talked about how lucky the teenager is to still be alive. "Extremely lucky, thankfully he had enough energy that he was able to hold on" said Smith.
