Another resident smelled smoke and put out the fire before firefighters arrived, police said. Damage was limited to the door and carpet. No injuries were reported.

Officers Jack Slota, Steve Randall and Paul Aristizabal saw a woman fitting Collins' description at 10:30 a.m. Monday at North Carolina and Pacific avenues, police said. They ordered Collins to stop, but she continued on her way.

As the officers tried to arrest her, Collins struggled by pulling away from their grip and trying to bite them, police said. Randall was bitten on the hand as Collins continued to resist. He received treatment for the wound and was released.
