"Some of the chemicals had explosive capabilities, and there were also some that had capabilities in manufacturing narcotics," police Chief Frank Ingemi said Wednesday.
Ingemi said the State Police Bomb Squad detonated the explosive materials at the site of the old Hammonton landfill Tuesday evening.
"They asked us where they could do it, and I thought the old landfill site was appropriate," said Ingemi, who was on hand for the detonations. "There were some pretty loud bursts and shaking of the ground."
Ingemi said the department received some complaints from nearby residents about the noise and tremors, but he said the landfill was the safest place to dispose of the materials.
Brenda Suech was riding her horse at the Timber Run Stables when the explosions took place.
"They did it three times, the second time was the worst," said Suech, 44, of Washington Township, Gloucester County. "I've been riding since I was 5 years old, so I was fine. But all of the other horses ran ... . If there had been a child on one of those horses, they would've been killed."
Suech said she felt the landfill, which is a few hundred yards from the stable, was a good place to detonate the materials but said the authorities should have provided some warning.
"All it would've taken was a knock on the door to tell us that they were going to be blowing stuff up," Suech said.
Restuccio was still being questioned at the Hammonton Police Department as of Wednesday afternoon to find out what he intended to do with the explosive chemicals, Ingemi said.
The federal, state and local charges against Restuccio are expected to be finalized by today, Ingemi said.
"This was a highly volatile situation that, with the proper agencies coming together and using their expertise, went down as a job well done," Ingemi said. "This could have been a potentially large problem."
